Is it required to pay back the amount to the company if I haven't served the notice period?

I worked for 11 months in the company, due to some personal obligations i had to quit the company. I was ready to serve the notice period but my TL and manager relieved me the next day itself. When i asked them is it not required for me to serve the notice period, they mentioned no its not required and there will not be any issues regarding this. But now i have received a mail stating that i need to pay Rs.35000 to get the relieving letter and the experience letter. Could you please suggest what i can do?

You should call your TL and Manager first and tell them the whole situation.
You should ask them that they should send a email to the HR Team of the company that they have waived off your notice period.
Ideally you should have got this thing in writing when you had left the company.

If your Ex boss does not send this mail than visit your ex office and meet the HR haed and also the operations manager that you were ready to serve the notice period and only your TL has said that they are waiving off the notice period.
they will listen to you and will accept your point after talking to your TL and Manager.
