There is no Such Provision in the Income Tax rules where certain designations are exempted from paying the Income Tax.
Income Tax department gives the Slabs and if you fall in those income slabs than you have to pay the income tax.
For the salaried employees Tax is deducted as TDS by the employer and deposited in the Govt Accounts each month.

Below is the latest TAX SLAB:
    0- 2 lakhs = NO Tax has to be paid200001 to 500000 = 10%
    500001 to 1000000 = 20%
    Above 10 Lakhs= 30 %

    Dear friend,

As per as my knowledge all the citizens of India who have more than 2 lakhs of annual income are entitled to pay Tax against Income.
However, till my knowledge, merchant navy officials(captains, chief officers, 2nd/3rd officers) are exempted to pay Income tax, as they have been paid in foreign currency (mainly dollars) and they bring foreign currency in India, so as a compliment, Govt. of India exempt them from paying Income tax.
